The SEASREP Council invited eight universities in the region to participate and enter into a Memorandum of Understanding (MOU) to implement the grants program. The agreement facilitates the exchange of faculty and students under the SEASREP program. Each university designates its liaison officer for the purpose of joint undertakings and exchange program. The member universities are:
